Stormwater Upgrades – We’ll invest in stormwater upgrades, so we all save money over time. Exploring a Fairer Property Tax System – Right now, a senior on a fixed income in a modest home and the owner of a multimillion-dollar mansion pay the same property tax rate, leav- ing working families to carry more than their fair share of what it takes to run our city. A fairer system would ask those with the most to contribute their share. We’ll explore the feasibility of a progressive property tax, including amending the Vancouver Charter, in partnership with the Province. Balancing revenues with progressive revenue options can make budget planning fairer, as wealthy property owners pay more and everyone else gets a better deal. Crack Down on Tax Dodgers – Vacant housing lots should be used for housing. Major projects designed and promised to deliver thousands of homes have sat vacant so their owners can get a tax break, instead of helping to fight the housing crisis. OneCity will introduce additional City- level requirements to stop approved development lands from dodging taxes by doing nothing with it. We’ll direct staff to report back on new measures, including an evaluation process for these properties and a time limit on vacant land. Owners who don’t build will pay a fee.
